Issue Description: Users may be unable to refresh some Power BI dataflows.

More info: Affected users saw that their refresh operations remained stuck in an “In Progress” state. This issue impacted a subset of Power BI dataflows (Gen1.

Affected users could’ve used the “Work” tab in Copilot Chat to avoid the impact.

Final Update: 10/08/2026 09:41:00 AM – Microsoft has completed deploying the fix to the remaining impacted environment, and they have validated with internal monitoring that the issue is resolved.

Scope of impact: Some users with Copilot licenses encountered errors when attempting to send prompts through Copilot Chat while the “Web” content toggle was enabled.

Root cause: A recent service update designed to improve Power BI service monitoring and observability introduced a regression that was preventing some Gen1 dataflow refresh operations from completing successfully.

Next steps: Microsoft further reviewing the service update to understand how the regression was introduced, and to understand what prevented it from being detected in their update testing and validation procedures, which will allow us to prevent similar issues in future updates.
