Issue Description: Users may be unable to create Microsoft Teams town hall or webinar meetings when adding external presenter to the event

Final Update: 16/10/2025 10:00:00 AM – Microsoft have determined that a recent configuration change to the Event Service inadvertently caused impact to occur. They’ve reverted the configuration change and confirmed that impact has been remediated.

Scope of impact: Your organization is affected by this event, and some users attempting to create Microsoft Teams town hall or webinar meetings with an external presenter may be impacted.
