Issue Description: Users in Europe may have been intermittently unable to utilise Microsoft 365 Copilot experiences.

Final Update: 28/01/2026 08:38:00 AM – Microsoft have identified that a portion of Azure OpenAI request processing infrastructure became unhealthy, which resulted in request failures and latency for Microsoft 365 Copilot services. To remediate this, we redirected traffic to alternate healthy infrastructure and, after monitoring the service, verified that the issue has been successfully resolved.
Scope of impact: Some users located in Europe attempting to utilise Microsoft 365 Copilot experiences may have been intermittently impacted.
Root cause: A portion of Azure OpenAI request processing infrastructure became unhealthy, which resulted in request failures and latency for Microsoft 365 Copilot services.
Next steps: Microsoft are investigating how the portion of Azure OpenAI request processing infrastructure became unhealthy, resulting in request failures and latency for Microsoft 365 Copilot services to prevent this problem from happening again
