Issue Description: Users may be unable to receive subsequent notifications for urgent Microsoft Teams messages.

More info: Affected users may receive the first time notification for the urgent messages, but the subsequent notifications may not be delivered as expected.

Current Update: 26/09/2024 08:51:00 AM –  Microsoft have validated their fix with a subset of affected users and are preparing it for deployment to the affected environment. They anticipate the deployment will begin by their next scheduled update, at which time they will provide a timeline for deployment completion and impact resolution.

Scope of impact :  Impact is specific to some users who are served through the affected infrastructure, expecting to receive notifications for urgent Microsoft Teams messages.

Root cause: A recent feature update intended to regulate the duplication mechanism for the urgent message notifications is preventing users from receiving subsequent notifications for urgent messages.
