Issue Description: Admins may be unable to create new teams in the Microsoft Teams desktop client.

More info: Impact is specific to admins of organizations that don’t have any sensitivity labels configured.

Affected admins are seeing the error:
“We couldn’t complete that action.”

While Microsoft are working to remediate impact, affected admins can still create teams using the Teams admin center.

Current Update: 03/07/2024 08:45:00 AM – Microsoft determined that the current avenue of deployment is the safest and most expedient option. They are monitoring the ongoing deployment of their fix to ensure the process completes to remediate the impact to affected users as expected by their next update on Monday, July 8, 2024.

Scope of impact: Any admin of an organization without configured sensitivity labels attempting to create new teams using the Microsoft Teams desktop client may be impacted.

Root cause: A recent feature update contains a regression, preventing the Teams client from responding as expected, resulting in impact.
