Issue Description: Users may be unable to access links in Stream (Classic).

Final Update: 07/10/2024 08:48:00 AM – Microsoft have confirmed that the fix has completed deployment to all affected infrastructure and validated this has remediated impact with service telemetry.

Scope of impact: Any user attempting to access links in Streams may be impacted.

Root cause: The Stream link routing service, responsible for providing access to these links, was deprecated before the new routing service has gone live, resulting in impact.

Next steps: Microsoft are reviewing their deprecation procedures to better identify and prevent similar impact in the future.
