Issue Description: Some users in Europe may be unable to access their Microsoft 365 apps for the web.

More info: Users may see the following message when attempting to view or access their Microsoft 365 applications using a web browser:

“They’re experiencing a service outage. All of your open files have been saved. It may be some time before the outage is resolved.”

Final Update: 10/12/2024 15:00:00 PM Microsoft have confirmed after a period of monitoring service telemetry that the issue is now resolved.

Scope of impact: Impact is specific to some users in Europe attempting to access their Microsoft 365 apps for the web.

Root cause: A regression within a recent update, intended to improve the user experience, is inadvertently causing a dependency exception issue and impact.

Next steps: Microsoft are reviewing their update procedures to better identify similar issues during their development and testing cycles.
