Issue Description: Some users may be unable to view or amend regional and language settings in Exchange Online.

More info: Some users may be able to view amend these settings; but changes may not be retained

Final Update: 27/02/2024 08:40:00 AM – The investigation is complete and Microsoft have determined the service is healthy. A service incident didn’t actually occur.

Scope of impact: Impact is specific to some users who are served through the affected infrastructure.

Root cause: A recent feature update, intended to improve the process of the migration of the files within the Microsoft Stream, contains a code regression that’s resulting in the inability to play Stream videos if they were migrated.
