Issue Description: Multiple issues with the Defender and Exchange Online Protection (EOP) services.

– Quarantined emails notifications are delayed
– Delays or errors with Policy change propagation for different services
– Detection, Message Tracing and reporting may be delayed
– Advances Hunting reports may be delayed

Final Update: 23/10/2023 08:57:00 AM Microsoft confirmed that the change reversion has completed successfully, and their telemetry shows that impact has been remediated.

Scope of impact: Any user hosted out of the affected infrastructure may have experienced impact when attempting to perform any of the functionalities outlined in the More info section of this communication.

Root cause: A recent update led to a code regression within a portion of infrastructure responsible for facilitating some Defender and Exchange Online protection functionalities.
