Issue Description : Admins may be unable to enable Organization Customizations in Exchange Online.

More Info : Affected admins may see the error “Enabling customization is not allowed because the Organization is currently being upgraded. Please try again.” when using the Enable-OrganizationCustomization cmdlet in Exchange PowerShell.

Final Update : 21/09/2023 08:52:00 AM Microsoft confirmed that their additional fix to prompt the service to upgrade, which was necessary for affected admins to receive the fix for the underlying issue, has completed. They have verified via telemetry capturing this impact scenario that the issue is resolved.

Scope of impact : Impact is specific to some admins who are served through the affected infrastructure attempting to enable Organization Customizations in Exchange Online.

Root cause : A recent standard service update inadvertently introduced a code regression that’s causing a tenant upgrade failure and blocking the Organization Customization enablement cmdlet.

Next steps : Microsoft are reviewing their standard service update processes so they can better identify similar code regressions during their testing cycles and avoid comparable impact in the future.
