Issue Description : Admins may experience issues when creating access reviews and approval access requests in Azure Active Directory (AAD).

More Information : Admins may encounter issues when using the following AAD services:

Approve/deny access review, privilege identity management, entitlement management and admin consent requests.

As a result of impact, admins may be unable to manage privileged access to resources in any Microsoft 365 service.

Final Update : 09/03/2023 12:08:00 PM – Microsoft have successfully optimized the affected infrastructure, and confirmed after a period of extended monitoring that impact is no longer occurring.

Scope of impact : Your organization is affected by this event, and any admin located in North and Western Europe may be impacted.

Root cause : A section of database infrastructure, which facilitates access reviews and approval requests in AAD, is unexpectedly performing below acceptable performance thresholds.

Next steps : Microsoft are continuing the analysis to determine what caused the performance issues on the affected subset of infrastructure and why remediation took an extended amount of time to complete so they can prevent issues like this from occurring in the future.
