Final Update : 13/01/2023 08:35:00 AM– Microsoft has identified a code issue in a recent service update that was causing the issue and successfully rolled back the change to remediate the impact.

Scope of impact : Some admins attempting to download migration scan logs from the SharePoint Migration Manager may have been impacted.

Root Cause : A code issue in a recent service update inadvertently caused impact.
