Issue Description : Users are unable to create new document libraries in site collections.

More info : Creations through both the user interface and Client Side Object Model (CSOM) method are affected.

Scope of Impact : This issue may potentially affect any of your users attempting to create new document libraries in site collections via the user interface or CSOM method.

Final Update : 20/04/2022 08:42:00 AM – Microsoft confirmed via monitoring telemetry that the fix’s deployment has successfully completed, restoring all users’ ability to create new document libraries in site collections.

Root cause : A recent service update intended to provide general service optimizations inadvertently disabled a previous configuration change, causing available routing infrastructure to be limited when requesting new document library creation.

Next steps : Microsoft are assessing optimizations to our update validation process to ensure via testing that exiting configurations aren’t inadvertently disabled by future service updates.
