Issue Description: Delays or problems connecting to Exchange Online

More info: Users may experience problems connecting to Exchange Online due to network issues.

Scope of Impact : Impact was specific to users who were served through the affected infrastructure.

Final Update: 04/02/2022 12:30:00 PM: Microsoft identified that a networking outage within some of the service infrastructure was resulting in connectivity issues, preventing access. While Microsoft were in the process of developing a mitigation plan,  service telemetry indicated that the service had self-recovered.
