Issue Description: Users may be unable to move items after search results within Exchange Online.

More info: As a workaround, users may be able to move the item after search with conversation view ON.

Scope of impact: Impact is specific users who are served through the affected infrastructure.

Final Update – 06/12/2021 04:33:00 PM: A recently deployed update to improve service performance introduced a code problem, resulting in impact.
