Issue Description: Users may be unable to save a canvas app with authoring versions 3.21094, 3.21093, and 3.21092.

More Info: As a workaround, users with the 3.21093 authoring version can upgrade to version 3.21094 to resolve impact.

Final Update – 14/10/2021 01:30:00 PM : The deployment of the build containing the configuration fix has been competed and Microsoft confirmed through telemetry review that service functionality has been restored.
