Issue Description: Users on two specific apps may be unable to update data source credentials for those apps and see an error.

More info: The Azure Cost Management and Sustainability Calculator apps are impacted.

The error message reads, “We cannot convert a value of type Binary to type Function”.

Scope of impact: Impact is specific to users who are served through the affected infrastructure.

Final Update – 23/09/2021 12:10:00 PM: The deployment of the fix completed and Microsoft confirmed via monitoring that the impact was remediated.
