When creating a team via Portal an intermittent error can occur. The team is then created in the tenant, but not in Portal. A screenshot of the error message displayed is shown below.

This issue is being investigated under PRB0184304.
Please raise a request with the NHSmail Helpdesk (email@example.com) to make the teams group available in the Portal. In order to delete duplicates within a tenant the owner can right click on the team name and select Delete the team option.
