Issue Description
We are aware of an issue where the user policy fails to load on the Portal, and in some cases, further updates to the policy also fail when the “Apps for Enterprise” license is removed from an existing user policy.

This is being investigated under problem record PRB0230479.
We request admins to raise a Service Request with the Helpdesk (helpdesk@nhs.net), referencing the problem record and affected user policy name. The Portal engineers will update the user policy settings value in Portal database to fix the issue.
