Issue Description: Users can’t access Microsoft 365 Copilot Notebooks or use declarative agents and receive an error.

Final Update: 09/06/2026 10:24:00 AM – Microsoft has investigated a problem in which users couldn’t access Copilot Notebooks or use declarative agents, and they confirmed that service is now restored. They will provide additional information in a closure summary within the “History” section of the “Service health” dashboard shortly.
