Issue Description: Users may be unable to receive subsequent notifications for urgent Microsoft Teams messages.

More info: Affected users may receive the first time notification for the urgent messages, but the subsequent notifications may not be delivered as expected.

Final Update: 14/10/2024 09:11:00 AM – Microsoft have confirmed that the fix has completed deployment and validated remediation with service telemetry.

Scope of impact: Impact is specific to some users who are served through the affected infrastructure, expecting to receive notifications for urgent Microsoft Teams messages.

Root cause: A recent feature update intended to regulate the duplication mechanism for the urgent message notifications is preventing users from receiving subsequent notifications for urgent messages.
