Issue description
While moving a user from a user policy (generally national policy) with Team and Stream toggle OFF to a user policy with Team and Stream toggle ON from User Detail page, admin receives error growl – “An exception has occurred. userId not found”.

This is being investigated under problem record PRB0222351.
Admins are requested to add the user to policy from User Policy page, if he receives above error.
If still unable to update policy for a user, please raise a ticket with helpdesk. Portal team can then perform the changes from backend to add the user to correct policy.
