Issue Description: Free users without an active trial are unable to create subscriptions for paginated reports for apps in Power BI.

More info: Affected users can utilize one of the following workarounds to create subscriptions for paginated reports for apps in Power BI:

1. The free users must navigate directly to the Apps page in Power BI – https://app.powerbi.com/groups/me/apps?experience=power-bi – and then load the app. Users should then be able to create subscriptions for paginated reports.

2. Alternatively, the free users can navigate to the Apps page in Power BI (via the ‘Apps’ button on the left side bar), refresh the page, then navigate to the app where they want to create a subscription.

3. Sign-up for a free trial (if you don’t already have one).

Current Update: 01/01/2026 08:25:00 AM – Microsoft have completed the aforementioned validation processes and confirmed that a code regression contained within a recent Power BI service update is resulting in impact. They’ve developed a fix to revert the infrastructure facilitating the regression to it’s most previously stable version to resolve this issue. They anticipate that the deployment process will have begun prior to our next scheduled update, at which point they aim to provide a remediation timeline.
