Issue Description: Some Power BI users may experience issues where semantic models may not send email notifications.

More info: This specifically impacts semantic models without an owner, where email notifications for refresh, success or failure are not being sent. As a workaround, any user with the contributor role can take over the ownership, which will allow the email notifications to be sent.

Final Update: 23/12/2025 08:25:00 AM – Microsoft has completed deployment of their fix and validated that users are now receiving email notifications for their semantic models as intended.

Root cause: A recent update to add features in Power BI is resulting in a regression in the semantic model email notifications.
