Issue Description: Microsoft Fabric users in Europe may have experienced issues while establishing connections to Notebook artifacts.

More info: Affected users may have seen the following message: “Your notebooks currently have limited notebook functionality due to network issues. You can still edit, run, and save your notebook, but some features may not be available. Please save your changes and refresh the page to regain full functionality.

Final Update: 10/09/2025 08:30:00 AM – Microsoft have reverted the aforementioned update and confirmed after a period of monitoring that impact is no longer occurring.

Scope of impact: Your organization was affected by this event, and Fabric users in Europe attempting to establish connections to Notebook artifacts may have been impacted.

Root cause: A recent service update was causing users to encounter issues while connecting to Notebooks in Microsoft Fabric.
