Issue Description: Users are intermittently unable to publish agents using the Microsoft 365 Copilot Agent Builder
More info: Affected users were returned a 500 “Internal server error” when attempting to publish agents using Copilot Agent Builder.
Affected users could have refreshed Copilot Agent Builder after the initial failure to successfully publish agents.
Final Update: 23/03/2026 09:11:00 AM – Microsoft has completed deploying their fix to the affected environment and validated in the telemetry that the publishing errors are no longer occurring and that the impact is remediated.
Scope of impact: Your organization was affected by this event, and users were intermittently unable to publish agents using the Copilot Agent Builder.
Root cause: A subset of database service infrastructure had fallen below our manageable service performance thresholds, intermittently preventing users from publishing agents using the Copilot Agent Builder.
Next Steps: Microsoft are reviewing their monitoring and detection tools to develop improved methods of identifying similar reliability issues, which will help us in preventing similar issues in the future.
