Issue Description: Users may experience latency when utilizing Microsoft Teams on newly provisioned Windows 365 Cloud PCs and get an error.

More info: When attempting to initiate Microsoft Teams, users may have received an error message which stated that the WebRTC component wasn’t installed.

Final Update: 14/06/2024 09:04:00 AM The deployment of the fix completed to the majority of the affected infrastructure and remediated the impact. If your device is continuing to experience issues with Microsoft Teams, please follow the steps provided in the More Info section to apply the fix.

Scope of impact: This issue may affect any Microsoft Teams user on Cloud PCs provisioned after Tuesday, May 21, 2024.

Root Cause: The Win 11 22H2 and Win 11 23H2 builds for Cloud PCs are missing the WebRTC component, which is responsible for providing optimizations for multiple Microsoft Teams scenarios, resulting in impact.
