Issue Description: Users’ inbound and outbound email messages including specific domains and URLs were being quarantined for recipients.
More info: This issue impacted a subset of users whose inbound or outbound messages included specific domains or URLs that were on a block list. Admins could report incorrectly blocked URLs and domains as clear in the Microsoft 365 Defender portal.
Scope of Impact : Any user sending or receiving email messages including specific domains and URLs may have been impacted. However, a very limited number of customers and users appeared to have been experiencing this issue.
Final Update: 18/02/2022 07:39:00 AM: Microsoft’s analysis of the packaging logs revealed that an incomplete read of the URLs resulted in the repackaging of some URLs and causing this problem. While they were reviewing mitigation options, they observed a complete read take place and confirmed with some affected users that impact was mitigated.
