Issue Description: Some users may experience intermittent failures when accessing Access Panel functionality

More info: Users who attempted to use Access Panel functionality may have experienced failures or see errors when attempting the following operations:

-Launching Single Sign on (SSO) applications from My Apps
-Registering for Multi-Factor Authentication (MFA)
-Self-service password reset
-Performing self-service management of groups
-Accepting terms of use agreements
This incident had no impact on applications that were not launched through My Apps.

Scope of impact: Impact was specific to users who were routed through the affected infrastructure, primarily in the central region of North America.

Final Update – 10/11/2021 08:46:00 AM: Microsoft completed rerouting traffic back to healthy infrastructure to resolve the issue. Additionally, while the autoscale progressed, they performed manual scale outs in both affected portions of underlying infrastructure.
