Issue Description: Users were experiencing degraded flow scenario performance.

More Info: Users were experiencing the following:
. Failures when editing, loading, invoking, or saving flows
. Failures listing Desktop flows
. Delays and failures executing or creating Desktop flows
. Saving solution flows
. Uninstalling solutions with solution flows

Final Status: 21/01/2026 08:49:00 AM – Microsoft have identified that a portion of our downstream dependency service responsible for flow and Desktop flow scenario functionality was at capacity constraints, resulting in latency. After failing over to redundant node infrastructure, we confirmed via telemetry that the above failing scenarios were no longer failing.

Next Steps: Microsoft are reviewing our code for improved performance and potential automated recovery options to reduce or avoid similar issues in the future.
