Issue Description: Users’ prompt instruction rules may not provide a download link in Microsoft Copilot (Microsoft 365) as expected

Final Update: 23/09/2025 09:01:00 AM – Microsoft analysis of the service health telemetry during heavy traffic hours has determined that impact has been remediated following the deployment of our fix. In the event impact persists, please contact one of our support representatives so we can continue our investigation into the problem.

Scope of impact: Users that have prompt instruction rules who attempt to get a download link from Copilot may be unable to do so.

Root cause: An invalid character that’s in a URL used to download files is causing failures which is then resulting in impact.
