Issue description

We are aware of an issue where users are no longer able to update accounts via Tan-Sync EXTERNAL_CONNECTER service accounts since the York release.  It appears the role is now allowing creates but not updates. This issue was investigated under PRB0199632.

Latest updates and guidance:

The fix has been implemented and the role permissions have been updated, this issue should now be fixed.
