Issue Status: ONGOING

Issue Description: Admins may be unable to upgrade Distribution Lists to Unified Groups in Exchange Online.

Current Update: 17/01/2025 08:44:00 AM – Microsoft’s deployment is continuing to saturate throughout affected infrastructure. They anticipate this process will be complete by Thursday, January 23, 2025, when we plan to test for mitigation of impact.

Scope of impact: Some admins may be unable to upgrade their Distribution Lists to Unified Groups in Exchange Online.

Root cause: An update to include Simple Object Access Protocol (SOAP) headers in calls to code used in upgrading Distribution Lists to Unified Groups introduced a development platform compatibility issue that’s causing impact.
